Webb, Phyllis Celeste, 81

Phyllis Celeste (Arnold) Webb, 81, of Cache Cay passed away peacefully on Sept. 1st with her three daughters by her side. She was predeceased by her husband of 48 years, Charles W. Webb in 1994.

Phyllis was born to W. Louis Arnold, Jr. and Katharine Butts Arnold on March 6, 1920 in Cowesett, Rhode Island. She graduated from the University of Rhode Island in 1941 where she was active in many college organizations and president of Chi Omega Sorority.

A fifty-year resident of Vero Beach, Phyllis maintained her enthusiasm for a wide range of interests until her death. Her interests in family and friends, local and world affairs and sports meant that she anticipated each and every day.

As a child welfare supervisor, Phyllis helped open the first HRS office in Vero Beach. She was a founding member of the Vero Beach Chapter of AAUW and worked on the original Community Committee for the Center for the Arts. Phyllis was a member of Trinity Episcopal Church, Vero Beach Garden Club, the Stephen Hopkins Colony of the Society of Mayflower Descendants, the Vero Beach Genealogy Society and many other organizations.

She was a Master Gardener and a Guardian Ad Litum as she was always most interested in the welfare of others, particularly children. Her strength, independence and myriad interests contributed to her being a selfless and loving mother, wife, community member and friend.

Until her death she remained close to her long time Vero Beach friends and her sorority sisters from college. Phyllis is survived by her three loving daughters whom she often referred to as her proudest achievements: Susan Twitchell (John), Lexington, Kentucky; Sydney Blackwell (Bill), Harvard, Massachusetts; and Elizabeth Hanley (Michael), Vero Beach.

She is also survived by grandchildren Elizabeth and Charles Twitchell and Will and Scott Blackwell, as well as her sister Beverly Hall of Wilbraham, Massachusetts, and nephews Jonathan and David Hall.

A private memorial service will be held September 20th in Rhode Island. Memorial contributions may be made in Phyllis's memory to Hospice House, 111 36th Street, Vero Beach 32960.
